三、项目建设理由和条件:
    进入二十一世纪,随着世界经济增长,贸易总量不断上升,世界海运保持稳步增长。据中国船舶工业经济研究中心、日本造船工业协会、韩国造船工业协会和欧盟造船工业协会等权威机构预测,世界船舶市场正处于30年以来又一个高峰,未来市场需求持续旺盛,2020年前,新船年平均需求量约为5200万载重吨,同时海洋经济蓬勃兴起,海洋开发装备需求量不断增加,世界造船中心继续东移,我国船舶工业面临重要的战略机遇和十分有利的国际市场环境。
    福州市地处东南沿海,东临台湾。全市陆域面积11968平方公里,海岸线长达1137多公里,拥有10573平方公里的管辖海域,与陆域面积相当。全省六个深水港湾,福州占了三个(罗源湾、福清湾、兴化湾),具备建设大型船厂的条件。
四、项目建设规模和内容:建议该项目建设规模为年造船生产能力30~150万载重吨。主要建设内容有:征地2000亩,兴建2座大型修造船坞和2座8万吨级船台,以及配套工程项目。
五、项目选址:福清牛头尾、长乐松下港、罗源新澳、连江粗芦岛、平
潭吉钓等地。
    福清牛头尾:位于龙高半岛西南侧,地处兴化湾北岸,江阴港东
南侧,录属沙铺镇。牛头尾交通方便,距福清市区35公里,外部协作条件良好,有深水岸线长约2公里,陆域面积120~135万平方米,符合大型船厂建厂要求。
    长乐松下港:位于福清湾东北口门处,地处长乐松下村附近,与
福清相临,在旗山南面,西临元洪码头。目前公路已通至附近,水电供应已至港区。有深水岸线1.0公里,陆域面积77万平方米。适合建造大型船厂。
    罗源新澳:位于罗源湾可门口北岸,距马祖岛38海里,基隆港146海里。陆路距福州65公里,距温州200多公里,温福铁路在罗源湾内设站,水陆交通方便。罗源湾是省级经济技术开发区,是国务院批准的一类通商口岸(临时),台轮停泊点,对台贸易点,对外开展经济活动具有有利条件。拥有陆域面积188公顷,适合建造大型船厂。
    连江粗芦岛:位于闽江口北岸,南面隔闽江主流与壶江岛、琅岐岛相望,东面为川石岛,西面为闽江金牌门。粗芦岛与连江琯头镇之间为乌猪港,目前乌猪港上的主桥已经建成,交通方便。可使用岸线1635米,陆域面积79公顷。
    平潭吉钓:位于平潭岛西岸,其地理位置为东经119°40′48″,北纬25°27′44″。在娘宫南侧约1.6公里。距苏澳11海里,距福州马尾港66海里,距香港424海里,公路距平潭城关16公里,距莆田116公里,距福州123公里。目前平潭大桥已开工建设,建成后,陆路交通方便。可用岸线640m,陆地面积63公顷。

八、经济效益分析:年销售收入50亿元,投资利润率20%,投资回收期7年。
 

Large-scale Shipyard Project in Fuzhou

3. Construction reasons and conditions:
    As entering the 21st century and along with the growth of world economy, trade volume has been growing constantly and world transportation by sea keep growing stably. As estimated by authoritative organs such as China Ship Industrial Economy & Research Center, Nippon Shipbuilding Association, Korea Shipbuilding Association, Community of European Shipyard Association, etc., the world ship market is meeting another flood tide since the last three decades, market demand in the future would be vigorous continuously and annual average demand for new ships before 2020 would be about 52 million deadweight tons. Meanwhile, marine economy is springing up, demand for marine development facilities are growing constantly and the world ship building center is moving eastwards, therefore, the ship industry of China is facing with an important strategic opportunity and extremely favorable international market environment.
    Fuzhou is located in the southeast coast of China and faces Taiwan on the east. The land area of the whole city is 11,968km2, the length of coastline is amount to 1137 km or more and sea area under the jurisdiction of Fuzhou is 10,573 km2 which is almost the same as that of land area. There are totaling six deep water bays in Fujian Province, wherein three are in Fuzhou (Luoyuan Bay, Fuqing Bay and Xinghua Bay). Therefore, Fuzhou possesses conditions for building large-scale shipyards.
4. Construction scale and content: the construction scale of the project is proposed to be that the production output of annual ship yield would be 300,000-1,500,000 deadweight tons. The main construction contents are that: 2,000 Mu (one Mu is equal to 666.6m2) of land will be requisitioned and two large-scale ship repairing & building docks, two 80,000-ton slipways and matching engineering projects will be built.
5. Project site: Niutouwei of Fuqing, Songxia Port of Changle, Xin’ao of Luoyuan, Culu Island of Lianjiang, Jidao of Pingtan, etc.
    Niutouwei of Fuqing: located at the southwest side of Longgao Peninsula, on the north bank of Xinghua Bay, in the southeast of Jiangyin Port and is under the jurisdiction of Shapu Town. Niutouwei enjoys convenient transportation by 35 km away from Fuqing urban city and good external matching conditions with about 2 km of deep water coastline and 1,200,000-1,350,000m2 of land area, thus meeting the conditions for building large-scale shipyard.
    Songxia Port of Changle: located at the northeast entrance of Fuqing Bay, near Songxia Village of Changle, borders with Fuqing, in the south of Qishan and borders with Yuanhong Dock in the west. Now road has been opened to the neighborhood and water and electricity have been supplied to the port area. Deep water coastline is 1.0 km and the land area is 770,000 m2, thus being applicable to building large-scale shipyard.
    Xin’ao of Luoyuan: located on the north bank of the entrance of Luoyuan Bay, 38 natutical miles away from Matsu Island, 146 natutical miles from Port of Keelung, 65 km from Fuzhou by land and more than 200 km from Wenzhou and a station of Wenfu Railway has been set in Luoyuan Bay, thereby enjoying convenient transportation both by land and by sea. Luoyuan Bay is a provincial economic and technological development zone, a first grade trading port (temporary) approved by the State Council, a berth for Taiwan vessels and a trading spot with Taiwan, thus enjoying favorable conditions for developing foreign economic activities. Xin’ao also possesses 188 hectares of land area. Therefore, it is applicable to build large-scale shipyard here.
    Culu Island of Lianjing: located at the north bank of Minjiang, faces with Hujiang Island and Langqi Island across the mainstream of Minjiang, with Chuanshi Island on the east and Jinpai Door of Minjiang on the southwest. Between Culu Island and Guantou Town of Lianjiang is Wuzhu Port, the main bridge of which has been built with convenient transportation. Coastline can be used is 1,635m and the land area is 79 hectares.
    Jidiao of Pingtan: at the west bank of Pingtan Island and the location is 119°40′48″ E and 25°27′44″ N. It is about 1.6 km from Nianggong at the south, 11 natutical miles from Suao, 66 natutical miles from Mawei Port of Fuzhou and 424 natutical miles from Hong Kong, and 16 km from Pingtan town, 116 km from Putian and 123 km from Fuzhou by land. At present, construction of Pingtan Bridge has been started and transportation by land will be convenient upon the completion of Pingtan Bridge. Coastline can be used is 640 m and the land area is 63 hectares.

8. Expected economic efficiency analysis: annual sales revenue is 5 billion Yuan, profit ratio of investment is 20% and investment recovery period is 7 years.
