(3) Land Transportation So far a total of 275 km of expressways has been completed and opened to traffic in Fuzhou. Shenyang-Haikou Expressway, Fuzhou--Yinchuan Expressway and three national highways, namely, No.104, 324 and 316 assemble here. As for railways, in addition to Waifu (Waiyang-Fuzhou) way and Hengnan (Hengfeng-Nanping) way, Fuwen (Fuzhou-Wenzhou) way and Fuxia (Fuzhou-Xiamen) costal railways are under construction. (4) Telecommunications Fuzhou leads the whole country in telecommunication. In 2006, the total program-controlled capacity in Fuzhou reached 3.79 million, and the average telephone rate was 48 telephones/hundred people in the whole city and 80 telephones/hundred people in the city area. The public telecommunication net with advanced technologies connecting the various areas in the world has been constructed including optical cable, digital microwave, mobile telecom, program-controlled exchange, digital communications and broadband multi-media communications.
Productive factors: (1) Water Supply In the urban area, there are 6 running water works with the combined water supply capacity of nearly 1.51 million tons per day, which can fully meet the needs of urban life and production. Five sewage treatment plants have been completed with a total daily handling capacity of 365,000 tons. One more sewage treatment plant is under construction with a designed daily handling capacity of 100,000 tons.

(2) Power Supply Fuzhou now has 430 power plants (including small-sized hydropower plants and wind power plants), with the total capacity of electricity totaling 4.52 million KW/day and supplies 17.501 billion of KW/h of power in total /year. Three group companies in the 5 top Chinese power companies, namely, Huadian Power Generation Co., Ltd., Guodian Power Generation Co., Ltd., and Huaneng Power Plant as well as Luneng Group all have made investment in Fuzhou. The power supply of Fuzhou not only meets the demands of production and life in Fuzhou itself but also is transported and sold outside Fujian Province.

(3) Gas Supply: The supply capacity of liquid petroleum gas is 128 thousand cubic meters per day in Fuzhou, which can fully meet the gas requirement of both production and daily life. A project for liquid natural gas has been introduced by a Indonesian firm and has begun construction. Its daily gas supply is estimated to reach 0.5 million cubic meters upon completion in 2009.

Fuzhou boasts advanced educational levels and is reputed as a famous academician city in China as it has become the birthplace of 56 academicians of the Chinese Academy of Engineering and Chinese Academy of Sciences. There are 37 higher education institutions including, Fuzhou University and 113 secondary polytechnic schools. 227 thousand and 129.6 thousand students have studied respectively. The average salary of a production employee in the foreign-invested enterprises of Fuzhou varies between RMB600-1000 yuan/month (USD $76.9-128.2 dollars/month), depending on the economic situation of different counties or cities.
4. Taxation policies: In accordance with the Law on Corporate Income Tax of the People’s Republic of China (hereinafter called the Law on Corporate Income Tax for short) promulgated on Mar. 16, 2007, corporate income tax is 25%; small-sized low-profit enterprises meeting the related conditions may have the tax reduced by 20%; the hi-tech enterprises needing key support from the state may have the tax reduced by 15%; and those enterprises engaged in agriculture, forestry, livestock, fishery, public infrastructures needing key support from the state, and qualified environmental protection, energy and water saving as well as technical transference may be totally or partly exempted from the tax.
As stipulated by the Law on Corporate Income Tax, the enterprises approved to be founded before the law was promulgated were entitled to low-rate preference in accordance with the then prevailing taxation laws and regulations, and may gradually be changed to the tax rate stipulated by the law within 5 years of the law being put into effect (Jan. 1, 2008); the enterprises entitled to regular preference of tax reduction and exemption may go on enjoying the preference until expiration after the law is put into effect.
Investing in Fuzhou Developing a certain scale of industrial clusters
Aiming at constructing an advanced manufacturing industry base on the Western coast of Taiwan Straits, Fuzhou has initially formed a group of scaled industrial clusters focusing on such advantageous industries including, electronic information, automobile and fittings, metallurgy, textiles, ship building and repair, food processing and plastics. The industrial output value of hi-technical industry has accounted for 30% of the total industrial output value of Fuzhou.

The industrial cluster of automobiles and fittings mainly located in Qingkou, Minhou, Fuqing, etc.; at present there are two whole-automobile factories, namely, Southeast and DaimlerChrysler, as well as such famous auto fittings factories as Fuyao Group Glass Industries Co., Ltd., including 38 Grade-One fittings factories and 252 Grade-Two and Grade-Three facilities. The industrial cluster of textile mainly located in Changle City, which is one of our country’s textile industrial bases, the largest cotton and textile production base in Fujian and one of the three national million-spinning bases. The industrial cluster gives first priority to developing functional fibers, producing various outside materials, and improving the level of dyeing and management industries to form a one-stop development and production integrating system including, textile, weaving, dyeing and clothes making.
The industrial cluster of metallurgy mainly located in Changle, Fuqing, Mawei, Luoyuan and Lianjiang; at present there are such iron & steel manufacturers as Wuhang Stainless Steel Co., Ltd., the third largest domestic stainless steel productive base, Xinhai Metallurgical Co., Ltd., and Yixin Iron & Steel Co., Ltd. as well as such non-ferrous metal manufacturers as Chinalco Ruimin Co., Ltd. and Southern Aluminum Industry (China) Co., Ltd. The industrial cluster gives first priority to smelting such non-ferrous metals as copper, aluminum, nickel, magnesium, cobalt, titanium, and molybdenum as well as their deep processing, developing stainless steel and its deep processing, and promoting the penetration of large-sized metallurgical projects into such coastal areas as Jiangyin and Luoyuan Bay.
The industrial cluster of ship building and repair mainly located in Mawei, Changle, Lianjiang, Luoyuan, Pingtan, etc.; at present there are such dominant enterprises as Mawei Dockyard, the first contemporary modern dockyard in China and Southeast Dockyard; a ship building and repair industrial system that is multi-functional, multi-leveled, and integrates multiple economic factors has been developed. The industrial cluster gives first priority to expanding and strengthening the Mawei Dockyard, Southeast Dockyard and developing a support structure in the shipping industries.
The industrial cluster of electrical machinery mainly located in Jinshan, Fuzhou, Lianjiang, etc.; at present there are such domestically famous enterprises as Guancheng Datong, Tianyu Electrical and Jinfeiyu Diesel Engine, whose products and technology lead the whole country. The industrial cluster gives first priority to developing high-power generator units, special enameled wiring, switch cabinets, numerical control machine tools, packing machinery, textile machinery, etc., and the manufacturing of brand name products with outstanding advantages with regard to autonomous intellectual property rights and highly technical content.
The industrial cluster of foodstuff so far Fuzhou has formed such industries as foodstuff manufacture and processing, eel roasting, aquatic products refrigeration, culture and processing, as well as a beer brewery which is located in the development zones of Fuqing City and Lianjiang County. The industrial cluster gives first priority to developing plastic tubulars, display shells, toy plastics and daily-use plastic products.

1. Free Charge D’affaires System
Free Charge D’affaires Offices have been set up in all industrial zones and investment zones. All the necessary documents submitted by the foreign investors for the invested projects in Fuzhou districts will be handled free of charge by the local Free Charge D’affaires Offices for approval from the government functional departments within the fixed time listed.
2. Examination and Approval in a Fixed Time System
When the foreign investors invest in Fuzhou districts and report to the government departments, every government department shall go through the examination and approval procedure within the fixed time listed. If there is any delay in approving, the functional responsibilities will be held accordingly.
3. Inspection Reported for Record System
Any inspection made by each relative department to the foreign-funded enterprise shall firstly be approved by the Fuzhou Municipal Government and then show the administrative law enforcement certificate and the inspection license, and fill in the inspection registration certificate printed by the supervisory organs.
4. Unified payment
Foreign funded enterprises shall pay to Fuzhou tariff bureau according to the tariff standard stipulated in <Fuzhou Tariff Manual for Enterprises>. Any excess above the stipulated standards can be refused.
5. Convenient Entry Administration
Fuzhou is one of the state-designated visa-granting ports for Taiwan companions. They can handle visa-granting formalities at both Fuzhou Changle International Airport and the direct ports of Mawei, Fuzhou----Mazu, Taiwan. Procedure of Founding a Company in Fuzhou
I. Approval flow of foreign-funded projects in Fuzhou

II. Apply for setting up a joint venture, a cooperative enterprise or wholly foreign-funded enterprise:
1. Application conditions: Conform to the Corporate Law of the People’s Republic of China; Conform to the Law on Sino-foreign Joint Venture of the People’s Republic of China, the Law on Sino-foreign Cooperative Enterprise of the People’s Republic of China, and the Law on Foreign-funded Enterprise of the People’s Republic of China as well as the corresponding implementation rules. 2. Documents to be submitted for setting up a joint venture or a cooperative enterprise: 1. Report of investor on application for setting up a joint venture or a cooperative enterprise (original); 2.
